Todd bought property for a construction yard in Tacoma's Commencement Bay in 1917. The yard was closed after WWI but reactivated for WWII by Todd and Kaiser, as Seattle-Tacoma Shipbuilding. The Navy invested $15mm in its expansion. Its 3 ways were increased to 8 in the second wave of shipbuilding expansion. At its peak, Todd Tacoma employed 28,000 people. Todd bought out Kaiser's interest in 1942 and continued as Todd Pacific Shipyards, but sold the yard to the Navy after the war ended. The Navy sold the yard to the Port of Tacoma in 1959 and its site is now part of the port's Commencement Bay Industrial Development District.
